Chain Reaction
Chain Reaction is a free set of rules from Two Hour War Games written primarily with “modern” warfare in mind. By “modern”, I mean you can game any conflict from the advent of the bolt action rifle to the near future. However, with just a minimal amount of work, you can use the rules for earlier periods as well.
From time to time I use these rules to show other gamers what is possible in creating and playing interesting games.
